CLGE |ANCPI | APCGC | UGR

Dear colleagues,

To come to Romania facing the warm hospitality is a great pleasure for CLGE. This Conference is in line with earlier Conferences and Seminars and is setting the scene for the European Surveyor.

The focus on the rapid digital development in the Cadastral field is combined with an analysis of the important role of the surveyor in this process.

Having more than 30 member countries, our members reflect different traditions regarding to the Cadastral administration. We have purely private systems, where private licensed surveyors are working hand in hand with the National Cadastral Authorities. We have combined system allowing the public and private licensed Surveyors to work side by side. And we have public systems, where Surveyors inside the official administration be it a state or regional, are taking care of this important field in every Society.

CLGE’s objective is not to challenge the choice of system. But to challenge the level of Quality, the Code of Conduct and the Continuous Professional Education. Also the relevant issues of harmonising the terms inside the cadastral sphere are more and more important. On top of the INSPIRE directive it is natural to invent similar attitudes inside the Cadastral world.

I wish you welcome in the beautiful city of Bucharest showing its bests in springtime and enjoying the hospitality of our Romanian Colleagues.

I am very honored that this year, the institution I lead, the National Agency for Cadastre and Land Registration (ANCPI) will jointly organize together with CLGE (Comité de Liaison des Géomètres Européens / The Council of European Geodetic Surveyors), the Romanian Association of Private Surveyors (APCGC) and the Romanian Geodetic


Union (UGR), the Second European Conference on Cadastre with the theme “The cadastral surveyor – paving the way to the Future”.

ANCPI is the unique authority in the field of cadastre and land registration in our country. A large number of high level qualified specialists with expertise in cadastral surveying are involved in our activity of maintenance and development of immovable registration system.

A new challenge for our institution is the implementation of Inspire Directive. I am proud that ANCPI has been appointed President of the Council of National Infrastructure for Spatial Information and is the contact point with European Commission.

It is my belief that the agenda of the event will give each of you - professionals from public and private sector, academics and representatives of civil society organizations – a good opportunity to undertake creative discussion and to define new strategies for improving the cadastral activity and enhancing the role of the cadastral surveyor in Europe. Thus, we will find new ways for sustainable development in our origin countries.

The Palace of the Romanian Parliament has been chosen as the venue for this event. This impressive building known as the second largest building in the world, just after the Pentagon, is providing not only magnificent scenery but also the possibility to visit an exceptional architectural site.
 
I am very glad that the social programme that has been put together for you will give you the opportunity to visit two of the most picturesque places of Romania: Bran Castle and Peleş Castle, both situated in a unique charming natural landscape.
 
I am looking forward to meeting you in Bucharest between 06 and 08 of May 2010, to pave the way to the future of our profession which honorably we represent!

Dear colleagues,

We would like to inform you that, following the decision adopted by CLGE (Comité de Liaison des Géomètres Européens / The European Council of Geodetic Surveyors), in Prague, March 2008, our country has been awarded the honour to host in 2010 the Second European Conference on Cadastre and the General Assembly of this international organization.

These two events will be held in Bucharest between 6th and 8th of May, being organized by APCGC and UGR (as members of CLGE), in partnership with ANCPI (as governmental agency) which is responsible for the geodetic, cartographic and surveying activities undertaken in Romania.

The location chosen by organizers for this Conference and the General Assembly is the “Nicolae Iorga” hall situated in the Palace of Parliament.

CLGE was established at the FIG (Fédération Internationale des Géomètres) Congress, in 1972, following the initiative of 7 EEC (European Economic Community) member states in order to implement the Treaty of Rome provisions  ( the treaty which founded the European Economic Community, that became later on part of the European Union) in the professional sphere of geodesy, cartography and cadastre.

Starting with 2007, Romania is member of CLGE, being represented by APCGC and UGR which are associated for this purpose as a professional entity. At the moment, CLGE gathers professional associations from 31 European states, among whom 27 are EU members.

CLGE organizes every two years the European Conference, having as main objective the adoption of reccomendations for the harmonization of this activity in all EU members states.
 
The General Assembly of CLGE is held annually, every member state being represented by 2 delegates at most.
 
The first European Conference organized by CLGE was hosted by France in Strasbourg , in 2008, the following being scheduled for 2010 (Romania) and 2012 (Germany).
 
The theme of the CLGE Conference that will be held in Bucharest is „Cadastral Surveyor – Paving the way to the Future”.

All the European professional associations which are emblematic in their countries of origin and the reprezentatives of the governmental agencies in the related field are kindly invited to participate at the Conference works.
 
Considering the European dimension of the event and the opportunity to publicize the potential of our local professionals, we would like to invite you to bring your contribution to its organization and activities and to be part of this remarkable ocassion.

Dear colleagues,

In 1995, The Romanian Union of Geodesists together with the National Oceanic and Atmospheric Administration - NOAA from USA, International Federation of Surveyors - FIG and the Ministry of Agriculture from Romania organized the first International Symposium “GPS Technology Applications”. The symposium was considered to be a success and leaded to the international affirmation of our Union.

UGR as member with full rights of FIG and from 2007 of CLGE - Council of European Geodetic Surveyors has, after 15 years the honorable professional mission that, together with ANCPI – The National Agency of Cadastre and Real Estate and the Private Association of Cadastre, Geodesy and Cartography to organize this year the second European Conference of Cadastre with the theme “ Cadastral Surveyor – Paving the way to the Future” which will be accompanied by another event, the General Assembly of CLGE. The conference and the General Assembly will take place during 05-08 May 2010 at the Parliament Palace, Hall “Nicolae Iorga”.

The organizers consider that all these professional activities held in Bucharest will contribute to the development of the geodesy and cadastre in our country and also to the integration of the Romanian professional institutions and organisms in the European family.

I consider that it is a good occasion for the members of our union to affirm through the participation to this professional-scientific event and to develop better links with our colleagues and friends from Europe and worldwide.
